  • 31 Aug 2016 in National Assembly: Hon. Temporary Deputy Chairlady, I support the amendment the way it is. However, they are talking about a competitive process which they have not defined. Is the recruitment going to be done by the Public Service Commission (PSC)? This is a grey area which, if left open, may not be followed. The CS may appoint people and if they are gazetted, there is nobody who will question them. I do not know if it is too late to ask for a further amendment on this. We know that there is no other method you can use to recruit people unless you pass through the PSC. That is because it is the only organ we have. I wish the Chair can take up that point. view

Either they are zero-rated or you pay taxes. In terms of sanitary towels, are they zero-rated or do they attract excise duty? If they are not zero-rated, then Hon. Mule is right to move the amendment so that we are sure that at the time when the goods come, the person does not pay any extra money because of taxation.
