  • 29 Mar 2006 in National Assembly: Mr. Temporary Deputy Speaker, Sir, it is true that many of our Motions are not mature yet to be moved as Private Members' Motions today. Secondly, there is still the controversy about the composition of the confused House Business Committee. So, it is in order that we carry on with the next Motion instead of the current one. view
  • 29 Mar 2006 in National Assembly: Maj-Gen. Nkaisserry, you may continue! That is a very good point of argument. view
  • 28 Mar 2006 in National Assembly: Mr. Speaker, Sir, if you go down memory lane, in 1995, when the PAC Report which was headed by the late hon. Wamalwa, recommended that the proprietors of the Goldenberg scam be added Kshs2.1 billion in addition to what they had been paid, that recommendation was expunged by a resolution of this House. The Goldenberg affair has never died or resolved. It has never been killed by that resolution. Secondly--- view
  • 28 Mar 2006 in National Assembly: Thank you, Mr. Speaker, Sir. It was amended. The issues of the Eldoret Airport and the Presidential Jet which were unconstitutional expenditures during the Financial Year 1994/1995, were never resolved. I am sure even to date, they have never been resolved. They are still raised as audit queries year in, year out. So, if we misappropriate public funds, that issue cannot end there because we have the numbers to kill a resolution of the House. view

  • 23 Mar 2006 in National Assembly: Mr. Speaker, Sir, one of the promises that we got from this Government is that we would not be having road-side declarations--- view
  • 23 Mar 2006 in National Assembly: Mr. Speaker, Sir, it is in order now. Sometime towards the end of last year, when the "Banana virus" was at its height, we had a pronouncement made creating 34 new districts. Now, if you go to the office of the Seconder of this Motion, who is the Minister for Planning and National Development, and the Ministry of Finance, there was no budgetary provision to back these pronouncements. We used to get criticism from this side of this House when hon. Members from the Government were on this side of the House, about how ridiculous it 58 PARLIAMENTARY DEBATES 23 ... view
  • 23 Mar 2006 in National Assembly: Mr. Speaker, Sir, even if there are 33 Ministries, we know that, for example, in a typical police unit there is the OCPD, the DCIO, the Special Branch Officer et cetera . Those are many sub-departments. So, we expect some economic sanity to prevail. Mr. Speaker, Sir, the second issue that we used to grapple with is the culture of tribalism. The Government of the day is almost making tribalism a fashion. If you look at the latest three appointments of the three key parastatals namely: The National Social Security Fund (NSSF), the Kenya Ports Authority (KPA) and the Kenya ... view
  • 23 Mar 2006 in National Assembly: Mr. Speaker, Sir, the issue of the youth is going to be very critical in the next general election. His Excellency the President put it very rightly in his Address that 72 per cent of the population of this country are people aged under 30 years. If you recall the wave that brought this Government into power, it was from the youth. The youth thought that the old men would take 23 March, 2006 PARLIAMENTARY DEBATES 59 care of them. They were not aware that the old men were going to take care of themselves. For this reason, the youth ... view

  • 23 Mar 2006 in National Assembly: Thank you, Mr. Speaker, Sir. I do not want to get near that issue, which you have concluded very well. Mr. Speaker, Sir, in the Budget provisions of the Financial Year 2003/2004, this Government promised free education and started so many other projects. At that time, there were expectations of support from our development partners. But due to behaviour that has been exhibited by members of this Government, development partners have pulled out. Now that the World Bank, the IMF and the EU are likely to tighten their purses against us, we need the Minister for Finance to give this ... view
