  • 8 May 2018 in Senate: Mr. Deputy Speaker, Sir, I thank you for the opportunity. I rise to congratulate His Excellency the President for a well-researched presentation that he gave us in the House. The President did a thorough analysis of the past; where we have come from and pointed to where we are going in the next five years. The past has had its challenges as outlined in the speech of His Excellency the President but there is a lot of hope in the future. • 28 Mar 2018 in Senate: ) Mr. Deputy Speaker, Sir, I rise to support this Motion and to thank Sen. Orengo for moving it because this is a very important moment in our nation. I also congratulate His Excellency the President and the Rt. Hon. former Prime Minister for coming together. We have learnt our lessons in the last few days and we now know that divided we fall. I say that because that division even came into this House and we fell flat down. I was very impressed to see Sen. Dullo having a hearty chat with the Senate Minority Leader a few minutes ... view
  • 27 Mar 2018 in Senate: Thank you, Madam Temporary Speaker, for giving me this opportunity. I rise to support the Division of Revenue Bill (National Assembly Bills No.7 of 2018). As I support, I want to make comments on about three areas. First, it is the issue of county governments’ equitable share which has risen by a small margin of 4 per cent. I believe we could do better because the development that has taken place over the past five years has not given us the impact that we were looking for when we were clamouring for devolution. If we increase the revenue, we will ... view
  • 13 Mar 2018 in Senate: Thank you, Mr. Deputy Speaker, Sir, for giving me this opportunity. I would like to congratulate the hon. Senator for this Assumption of Office of the County Governor Bill, 2018. I support it wholeheartedly because it has tightened quite a number of loose areas. I want to join colleagues who have said that the experience we have had in the first handing over of the first governor to the second ones had a lot of challenges but this Bill has largely addressed them. However, I would like to touch on two or three areas. One, Part II of the Bill ... view
