  • 21 Aug 2012 in National Assembly: Mr. Speaker, Sir, I want to assure the House that universities have staff development programmes. One of the challenges they had faced was resources. In fact, even in their money-making programmes, what they call the privately sponsored programmes, they have a quota for staff development for universities. So, there is still a percentage that they are using for that. I know that the other challenge was the fact that the number of students in the universities was so high that very few members of staff were being released at the same time. We have since discussed that - I have ... view
  • 21 Aug 2012 in National Assembly: Mr. Speaker, Sir, we received this observation from the Kibunjia Commission and we did our own analysis as a Ministry. We went to the University of Nairobi and it did not seem to apply. When you look at the University of Nairobi, the current Vice-Chancellor and the former one are from completely different regions. While analyzing to see if the members of staff come from where the current Vice-Chancellor comes from, the PF Numbers will show you that some were employed at the time when the former Vice-Chancellor was in place and who was not from the same region. We ... view
  • 26 Jun 2012 in National Assembly: Madam Temporary Deputy Speaker, as I second this Bill, I would like to congratulate my colleague, the Minister of State for Public Service, for the well articulated Bill that is before us. I would also like to congratulate him for highlighting some of the salient points, and particularly for citing the relevant Sections of the Constitution. view
  • 26 Jun 2012 in National Assembly: However, one of the things that have not come out clearly, which we should all continue to bear in mind, is that of equity in appointment of the members of the Commission. This is extremely important, bearing in mind that we passed the Teachers Service Commission Bill only a few minutes ago. There are issues that seem to be arising, particularly on appointment of Directors. We have been told that some counties have not contributed to the directors that were appointed recently and deployed to the various counties. view
  • 26 Jun 2012 in National Assembly: We have got a very good example, arising from the Constituencies Development Fund (CDF), where each constituency supplied one person to be appointed Constituency Fund Manager (CFM), who were then rotated. Looking at appointments in the various Commissions and the Directorates being established by the various Commissions, it is very important that we adhere to the equity principle of the Constitution. Madam Temporary Deputy Speaker, I am saying this because, as we transit to the devolved system of government, unless we show fairness and equity in public appointments, some counties will develop a tendency to go ethnic, especially if they ... view
  • 13 Jun 2012 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir, for giving me this opportunity. May I join my colleagues in congratulating hon. Monda for the Bill we have just passed. While congratulating the hon. Member, I would like to mention that many of us have been indirect victims of this. I lost my father through cancer and this Bill should help us save other people from losing their lives through this disease which is preventable. I would like to encourage the Ministries to utilize the available avenues. In particular, I would like to remind them of the link we have with the ... view
  • 13 Jun 2012 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir. I support. view
  • 23 May 2012 in National Assembly: Mr. Deputy Speaker, Sir, I beg for your indulgence. Since yesterday we have been looking for the Question. We have not traced it. I think the transition between the office of the Clerk and our office did not synchronise things properly but I have already consulted hon. Khalwale and I am requesting that we sort out ourselves by bringing the answer on Tuesday next week. view
  • 23 May 2012 in National Assembly: Mr. Deputy Speaker, Sir, you are aware that our Ministry has been very bold and forthright in bringing answers to this House and whether it is me or our Assistant Ministers, we have been very forthright. We never hide information. We cannot trace this Question and we are going to do the tracing ourselves even if it means going for copies from the Clerk’s office. We will make sure that by Tuesday we have an adequate answer. view
  • 23 May 2012 in National Assembly: Yes, Mr. Deputy Speaker, Sir. Tuesday will be okay for us. view
