  • 20 Nov 2012 in National Assembly: Sorry, Mr. Temporary Deputy Speaker, Sir. It was on an earlier issue, but when you rolled out the Motion, I just want to say that I support. view
  • 20 Nov 2012 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir. I rise to second this Bill. This Bill is doing what it must do, which is to remove the conflict of interest in the Vetting Board, particularly in the presence of the JSC. It also aims at cushioning the Vetting Board because it enables the Board to stand on its own and do its work as required without any fear of being questioned. With that, I support this Bill. view
  • 20 Nov 2012 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I beg to move that The Universities Bill, Bill No. 53 of 2012 be read a Second Time. Mr. Temporary Deputy Speaker, Sir, the demand for university education in Kenya is enormous. This has resulted in a rapid growth in university enrolment over the last ten years. The Kenya Vision 2030 also places an urgent demand for specific skills and research outputs for the country’s human resource requirements. This ever growing demand and rapid expansion of the university sector has posed several challenges which include access, equity, quality, relevance, financing and governance of university education. ... view
  • 20 Nov 2012 in National Assembly: Thank you very much, Mr. Temporary Deputy Speaker, Sir, I knew that there must be an error but, I am about to conclude. There is a departure in the appointment of the chancellor, which I wanted hon. Members to note. With the alumni of the university, we shall rank the applicants from the names deemed by the senate to be most suitable for ranking as a chancellor. What that means is that the position of chancellor will be advertised for the first time in the history of this country. After the ranking, the senate shall forward the names of the ... view

  • 19 Sep 2012 in National Assembly: Mr. Temporary Deputy Chairman, Sir, I do not know why they are asking me to apologize, which I could very easily do, because I have no problem with that. The passion that we are seeing from our colleagues is not unique. Sometimes they have passion for any other topic. The only thing that I would like to correct is the fact that this is something that is God-given to women. We know exactly why we should breastfeed and the fact that breastfeeding is not a burden to a woman. Maybe the difference here is that most of our colleagues belong ... view
  • 24 Aug 2012 in National Assembly: Mr. Deputy Speaker, Sir, may I join my colleagues in thanking the Back Bench more than anything, for the engagement that they had with the Front Bench. I want to thank my colleagues, the Ministers, for a sterling job. I want to agree with hon. Millie that the Bills that we have concluded are the ones that had the deadline of 27th August, 2012. However, we have a lot of Bills that are coming up which are aligning our various Ministries to the Constitution. In fact, in the education sector we have five Bills that are ready and they are ... view

  • 24 Aug 2012 in National Assembly: On a point of information, Mr. Deputy Speaker, Sir. I just wanted to give some information to the Members. I want to inform our colleagues from the Back Bench that when Ministers are here, they are very busy. At 7.00 o’clock today, I was in Bondo for a university function and here I am at 7.00 p.m. I am saying this not just for me, but for the other Ministers also. Sometimes we are not understood. So, it is not so much a point of order, but a point of information that we are always very responsible and we are ... view
