Mr. Temporary Deputy Speaker, Sir, otherwise, I support this Motion that there has to be a balancing act; whether it is balancing in access or opportunities. If we balance regular and parallel we might miss the point because we are also balancing those who are from the middle income group who are bold enough to go to the parallel. But there is a whole group of Kenyans from low income families. So, my own interpretation of this balancing is that we need to balance the access to the funding, so that any child who has Grade âC plusâ and above can access funding. We must take care of the low income families in this country.

On a point of order, Mr. Deputy Speaker. Sir, I stand to seek a Ministerial Statement from the Attorney-General on the activities of Calvary Temple of Kenya, based at Komora Centre in Eldoret Town. In the Statement that I am seeking from the Attorney-General, I would like him to confirm if Calvary Temple of Kenya is a registered Church, an NGO or a school, and if its registration has been done both in Kenya and the US. Mr. Temporary Deputy Speaker, Sir, I beg to move the following Motion:- THAT, this House adopts the Report of the proceedings of ACP Committees and ACP/EU Joint Committee meetings which took place in Brussels between 27th September and 2nd October, 2009, and the Report of the 18th Session of the joint Parliamentary Assembly of the ACP/EU and related meetings which took place between 24th November and 3rd December, 2009, in Luanda, Angola, which were laid on the Table of the House on Wednesday, 24th March, 2010.
