Mr. Speaker, Sir, this amendment was, again, in my belief that counties cannot be left hanging, and that they needed to be converged at a provincial government; I had given a proposal of duties and functions of the national Government, the provincial government and the county government. But so that my neighbor, hon. Imanyara does not have to go out, I would wish to withdraw this amendment.
