  • 1 Apr 2010 in National Assembly: Mr. Speaker, Sir, I beg to move:- THAT pursuant to the provisions of section 33 (4) of the Constitution of Kenya Review Act, 2008, this House approves the Draft Constitution submitted by the Committee of Experts and laid on the table of the House on Tuesday 2nd March, 2010 subject to amendment of Article 97(1) by deleting the word “forty-seven” appearing in paragraph (b) immediately before the word “women”. view
  • 1 Apr 2010 in National Assembly: Mr. Speaker, Sir, that means that paragraph (b) will read “women each elected by registered voters of the counties, each county constituting a single member constituency”. I am removing the restriction of 47, basically because there is fluctuation on the number of counties. Just in case later on we pass the amendment of 80 counties, the women will not be affected. I request Mrs. Noor to second. view
  • 1 Apr 2010 in National Assembly: Time up, Mr. Ruto! Who is seconding? view
  • 1 Apr 2010 in National Assembly: Mr. Wakoli, could you go to the right side of the Chair? view
  • 1 Apr 2010 in National Assembly: Hon. Members, the ruling did not say that he loses his chance to contribute. Mr. Wakoli, could you contribute from the right side of the House? view
  • 1 Apr 2010 in National Assembly: Hon. Members, I think we have received enough evidence and discussion on this. We have a number of clauses that relate to the same issue. May I, now put the question? view
  • 1 Apr 2010 in National Assembly: Hon. Members, we will now go for Division. Ring the Division Bell. view
  • 1 Apr 2010 in National Assembly: Order, hon. Members. The total number of hon. Members who should be voting now is 66 and this does not meet the threshold for voting. So, the amendment is negatived. view
  • 1 Apr 2010 in National Assembly: Proposed amendment to Article 68 was withdrawn by the owner of the Motion and so stands negatived. view
  • 1 Apr 2010 in National Assembly: Hon. Ruto has withdrawn his proposed amendment to Article 69. Therefore, the amendment is negatived. view
