Mr. Speaker, Sir, the Assistant Minister has said that he is not aware that the funds were diverted. Is he telling us that there is another Ministry that put up adverts to say that the stimulus package market of Eldoret East would be set up in Kimumu, the same site they had allocated Kshs50 million?

Mr. Speaker, Sir, is the Assistant Minister aware that when a flight was parked in Ethiopia on 26th February, 2010, on 28th February, 2010, another flight left Bujumbura, landed in Kigali, where passengers were kept in the aeroplane for three hours, causing the crew to also run out of duty hours and, therefore, causing them to sleep in Kigali?

Mr. Deputy Speaker, Sir, the Minister should clarify issues. How many tranches did we receive last year? How many are we expecting this year? Is it possible for him to give us those details in this House? We have seen that other Ministers circulate whatever that is sent to our constituencies. Could we get a circular that tells us how this money is disbursed and how many tranches we get? Could we know how many tranches came last year? As far as I know, my constituency only received it once.

I withdraw âfor other Memberâ. The case of Eldoret East was tabled here. This was a case where we lost Kshs30 million and the Minister told us that he would bring a report in August last year, but it never came. I am told that the case is still in court. Three years ago, we lost Kshs30 million. How does he intend to deal with such losses?

Mr. Deputy Speaker, Sir, I would pick from where the last speaker left. Could the Assistant Minister clarify which phase we are in now because insecurity in this country has been terrible, especially on the border areas? The Ugandan disbarment of 2005 yielded fruits because they moved in and actually developed the affected areas.

Could he clarify whether any Kazi Kwa Vijana programme funds targeting the youth in these areas have been enhanced? Unless we keep them busy, there is nothing we are doing. Are we going to wait for Phase 1 to finish and then we go to Phase 11? We will never reach Phase 11 because already Phase 1 has entangled the youth.
