Hon. Ojode, I had ruled that you were out of order until we give chance to those who feel like they must contribute while I consult on the issue of his collective responsibility because the Ringera debate brought this to fore and I remember that we allowed Ministers to debate as they wished. This happened only a month ago. I will allow him to contribute while I consult further.
