Mr. Temporary Speaker, Sir, this is because anybody who cannot access clean water and the children who are not able to access clean water would have health issues. If they cannot access both clean water and health facilities, then it is even worse. This Fund should be categorised as a priority because is meant to address basic human needs and right of the people on the ground. The priority areas that the Equalization Fund is meant to address are listed in the Bill of Rights Chapter in the Constitution; they are also human rights. Although, I would like to support it with amendments to support our own internal Committee of the Senate that starts with the recommendation from the CRA. From the onset, requesting for amendments will only take us to a very good mediation between this House and the other House. • 19 Apr 2023 in Senate: Mr. Speaker, Sir, in the last Senate, I was involved in mediation only once. The CRA was able to rationalize the duties and functions of county governments in relation to the national Government. In most of their recommendations, they were able to take us through the process. It looks like that we did not go through that process this year. Nonetheless, they were able to take us through the functions especially the agricultural functions. • 19 Apr 2023 in Senate: The same thing applies when it comes to the Ministry of Health. It is devolved to the counties, but we still see a huge budget that is in the Ministry of Health Headquarters. Why should we not facilitate our counties? Our doctors are suffering, they are now up in arms and they have threatened to go on strike in a few days. You ask yourself, why should that be? Mungatana, MGH, for spearheading the development and enactment of this Bill. I participated in the Bomas of Kenya process for development of the Constitution. What appeared at that time to be bedevilling the development of this country was the lack of focus on the economic and social development of individual Kenyans.
