  • 31 Jul 2008 in National Assembly: Thank you, Mr. Speaker, Sir. May I ask the Minister to tell us which institutions released the funds at an interest rate of 8 per cent per annum? view
  • 31 Jul 2008 in National Assembly: Mr. Speaker, Sir, could the Minister actually confirm if the Kenya Women Finance Trust released any money at 8 per cent in Nakuru, Eldoret and Kitale? 2274 PARLIAMENTARY DEBATES July 31, 2007 view
  • 30 Jul 2008 in National Assembly: asked the Minister of State for Planning, National Development and Vision 2030:- (a) whether he is aware that over Kshs30 million of the Eldoret East CDF that was stolen has not been recovered; (b) whether he could indicate the number of arrests resulting from the theft as well as the status of the investigations; and, (c) what steps he is taking to ensure all the culprits are apprehended and the embezzled funds are recovered. view
  • 30 Jul 2008 in National Assembly: Thank you, Mr. Speaker, Sir. It is very worrying that one-and-a-half years after the case was reported, the case is still under investigation. However, I would like the Minister to confirm, first, what has hindered the progress of this case. Secondly, why the District Development Officer (DDO), who was supposedly the custodian of documents, is still in office. I would also like to know why the District Accountant who signed all the cheques, because he is the mandatory signatory to the cheques, is also still in office? view
  • 30 Jul 2008 in National Assembly: Mr. Speaker, Sir, this Question is very disturbing because we could all be victims of collusion between banks, our own chairmen of CDCs, DDOs and the DAs. We are aware that the District Accountants have the mandatory signature. We are also aware that the DDO is the custodian of all other documents, including the AIEs. Mr. Speaker, Sir, the Minister has said that it has taken one year and we do not know where the documents are. It is very worrying because we are in Parliament where we approve CDF money. It is possible that we can fall victims of ... view
  • 30 Jul 2008 in National Assembly: The amendments? view
  • 30 Jul 2008 in National Assembly: Sorry, hon. Members, I took over this Motion in the middle of the debate. I am trying to understand the amendment and whether it is going by the spirit of the original Motion or it is negating the original Motion. Mr. Poghisio, could you raise your point of order again? view
  • 30 Jul 2008 in National Assembly: Let him finish with the amendment then you can raise your point of order. view
  • 30 Jul 2008 in National Assembly: Hon. Members, for purposes of amendments to Motions, Standing Order No.41 is very clear. It says that the Speaker may permit a Member to move in an amended form a Motion of which notice has been given if, in the opinion of the Speaker, the amendment does not materially alter any principle embodied in it. The kind of amendment that has been suggested may actually require redrafting of the Motion itself, because it changes the meaning of the original Motion completely, so that we will be debating something different from what the original Mover had. For that reason, we will ... view
  • 30 Jul 2008 in National Assembly: Dr. Eseli, that is not the argument at this stage. The argument we have is how to get your amendment introduced in this Motion the way it is. Maybe, the Mover did not take care of something; so, it needs to be redrafted, in which case we may allow her to redraft the Motion and bring it back. The amendment itself is changing the substance of the original Motion. view
