Mr. Speaker, Sir, I am only satisfied with the answer to part (d) of the Question. I am really dissatisfied with the answers to the other three parts of the Question. The matter of UNIFEM funds was announced by the former Minister responsible for gender issues himself. He said then, that Kshs2 billion was allocated to Equity Bank for distribution to women. So, either the officers in the Minister are not helping the Minister or there is a problem. Regarding her response to part (b) of the Question, I would like her to clarify which institution actually released the money at an interest rate of 8 per cent per annum because, when went to source the money at Equity Bank, it was being lent out at an interest rate of 24 per cent per annum.

asked the Minister of State for Planning, National Development and Vision 2030:- (a) whether he is aware that over Kshs30 million of the Eldoret East CDF that was stolen has not been recovered; (b) whether he could indicate the number of arrests resulting from the theft as well as the status of the investigations; and, (c) what steps he is taking to ensure all the culprits are apprehended and the embezzled funds are recovered.

Thank you, Mr. Speaker, Sir. It is very worrying that one-and-a-half years after the case was reported, the case is still under investigation. However, I would like the Minister to confirm, first, what has hindered the progress of this case. Secondly, why the District Development Officer (DDO), who was supposedly the custodian of documents, is still in office. I would also like to know why the District Accountant who signed all the cheques, because he is the mandatory signatory to the cheques, is also still in office?

Mr. Speaker, Sir, this Question is very disturbing because we could all be victims of collusion between banks, our own chairmen of CDCs, DDOs and the DAs. We are aware that the District Accountants have the mandatory signature. We are also aware that the DDO is the custodian of all other documents, including the AIEs. Mr. Speaker, Sir, the Minister has said that it has taken one year and we do not know where the documents are. It is very worrying because we are in Parliament where we approve CDF money.
