  • 7 Aug 2019 in Senate: We also think that the number of supplementary questions may be extremely important, and it will be important for us to bring the CSs here so that we have the whole House raise their supplementary questions. That will be better instead of us coming and going back with supplementary questions. view

  • 7 Aug 2019 in Senate: Mr. Deputy Speaker, Sir, I will be very brief. I stand to support this Bill in the amended form that it is being proposed by the Committee. As I support, I want to thank the Chair for the Communication that he made earlier because he has referred to Article 218 correctly that any House can initiate this Bill. I think it is time we came back and relooked at our budgets in relation to the commitments that we have made internationally, continentally and nationally, so that we budget and allocate money with reasons. ... view

  • 7 Aug 2019 in Senate: Mr. Deputy Speaker, Sir, in conclusion, as I had said, we need to start changing the way we are budgeting. We need to budget. This is our money and I agree with Sen. Wetangula that no one has more money than the other and there is nobody donating money to the other. This money belongs to Kenyans and the law provides that we must divide this money between the two levels of Government. As we divide, we must have reasons why we are dividing the way we are doing. We have continued to depend on CRA and we will continue ... view
