  • 24 Sep 2020 in National Assembly: Thank you, Hon. Speaker, for the opportunity. First of all, let me congratulate the Departmental Committee on Justice and Legal Affairs for a job well done within a short time and for the Report that they presented to this House. I also agree that this House has the right to approve or disapprove nominees and we are not a House that rubberstamps. The Committee has demonstrated this. At least, we are safe. I congratulate the nominee for the Registrar of Political Parties, Ms. Ann Nderitu, and the others who have been approved. However, I slightly disagree with the Committee on ... view

  • 5 Aug 2020 in National Assembly: Thank you, Hon. Deputy Speaker. I want to add my voice on the issue of delayed release of funds. I concur with the Minority Leader on the issue of disbursement of funds for other activities. If you remember, at the beginning of this pandemic, this House extensively debated on measures that we would take to address the situation in the country. One of the things that came up is the economic stimulus, which also provided money for us to improve school infrastructure across the country. To date, there is no formula how that is being implemented. There is no activity ... view
  • 25 Jun 2020 in National Assembly: Hon. Temporary Deputy Speaker, I rise on a Point of Order. I hear the Chair for the Departmental Committee on Energy making his submissions and I want to say that the Chair is completely misleading the House. The very Chair, on more than one occasion, has presented a report to the Budget and Appropriations Committee and in his report, they are the ones who advised the Budget and Appropriations Committee not to approve the very amount. So, when he comes now and says that it has been approved and we are seeking approval all over, it is not the case. ... view
  • 25 Jun 2020 in National Assembly: the whole payment. So, for him to come here and say that we are playing a game of musical chairs, the Chair is completely out of order and is misleading the House. view
  • 29 Apr 2020 in National Assembly: Thank you, Hon. Chairman. I am a Member of both the Departmental Committee on Communication, Information and Innovation and the Budget and Appropriations Committee. I want to seek clarification from the Chair of the Budget and Appropriations Budget on (h) which is the State Department for Information, Communication and Technology on what the increment of Ksh200 million relates to. It is confused with an earlier reallocation. There could be a mistake in the Order Paper. I need him to clarify. • 29 Apr 2020 in National Assembly: reallocation of Ksh200 million was not under development estimates but recurrent estimates to the Media Council of Kenya (MCK) and Kenya Broadcasting Corporation (KBC). It is being reversed here in the Order Paper. The Chair needs to confirm that before we make a decision. view

  • 22 Apr 2020 in National Assembly: Thank you, Hon. Speaker. I need a clarification on the papers the Leader of the Majority Party has tabled, including the notice of submitting a secondary Motion which is based on your guidance. We are operating under difficult circumstances. Access to this House is based on a Short Message Service (SMS) platform on a first-come, first-served basis. In other fora, Members of Parliament, including those who would want to be in the House to debate this important matter might not get opportunity to come. We only have a limited number of Members who can access the Chamber. Can you give ... view
