Indeed, cattle rustling has become a menace in pastoralist areas. I want to compliment the Ministry of Interior and Coordination of National Government for their effort in ensuring that they reduce insecurity in the pastoralist areas. I border Turkana County. It is very unfortunate that cattle rustlers, using their illegal firearms, hijack trucks ferrying livestock from Ethiopia to some markets in Nairobi, offload the livestock and drive them away. Just yesterday, in Marsabit County, within Saku Constituency, a big herd of cattle was driven away by cattle rustlers to an unknown destination. As much as I commend the security docket, I appeal to the Cabinet Secretary for Interior and Coordination of National Government to at least put in place some measures to deter these bandits. Banks have always been lending money to borrowers in this country and by doing so; the borrowers are required to provide guarantors. When a borrower defaults on loan repayment, the banks go after the guarantors. I have listened carefully to the debate although my colleague, the Vice-Chair of the Departmental Committee on Health, spoke in an Indian dialect and I could not grasp his words properly. However, I commend the work the Committee has done in coming up with this elaborate Report that details the status of our national referral hospitals.

Provision of health is devolved except for referral hospitals, namely, KNH, MTRH, NSIRH, MNTRH and the KUTRH. The Report says that hospitals lack land for expansion and do not have enough equipment or facilities like beds and laboratories. We must welcome the Report with both hands as opposed to treating it like the other reports which are normally brought to our attention and then taken to the shelves to gather dust.
