  • 9 Feb 2022 in National Assembly: Thank you, Hon. Temporary Deputy Speaker, for giving me this gracious opportunity to add my voice in regard to the documentation of the history of the National Assembly. In this country and also the world over, history is the benchmark of every development aspect. I know very well that Parliament is going to mark its 115th anniversary this year since the beginning of LeCo or what was known as the Legislative Council in August 1907. Many of our forefathers were part and parcel of the initial constitution making process that took place in the UK. Unfortunately, those people who participated ... view
  • 9 Feb 2022 in National Assembly: materials that need to be put in place for generations that will come after us, for them to understand the long journey we have come through from the time of LegCo until today. With those few remarks, I support. view
  • 1 Dec 2021 in National Assembly: Thank you, Hon. Speaker, for giving me this opportunity to add my voice to the President’s State of the Nation Address. Having listened keenly to the Speech by the President of the Republic of Kenya, I noted that he was confident, eloquent and relaxed. He won our confidence and the confidence of Kenyans at large that he is the Commander in Chief of the Armed Forces. I would like to congratulate our President for having addressed this Parliament and Kenyans at large. He touched on various aspects, namely, the double-digit growth of our economy that everybody is seeing, and the ... view
  • 24 Nov 2021 in National Assembly: Thank you, Hon. Temporary Deputy Speaker for giving me an opportunity to add my voice to the Kenya Research and Development Institute Bill. We have some of the best institutions in this country. Unfortunately, they are not being utilised as required. For instance, other than KIRDI, we have other institutions like Kenya Medical Research Institute (KEMRI) and Kenya Forestry Research Institute (KEFRI). All those institutions combined have been put in place to ensure that research takes place in various sectors, so that Kenya can be able to realise development. The electronic version of the Official Hansard Report is for information ... view
  • 24 Nov 2021 in National Assembly: In the 1980’s, there was nothing like M-Pesa. Today, every Kenyan, and even globally, people are using M-Pesa for their day-to-day monetary services, which has actually enabled people to easily transact businesses without necessarily walking into banking halls. This innovation has made life very easy. We want KIRDI to be empowered so that it can be able to take up research to ensure that Kenyans get employment. We have many youths out there who do not have employment. If we can be able to utilize that kind of institution and give it some teeth, then we can be able to ... view
  • 23 Nov 2021 in National Assembly: Thank you, very much, Hon. Temporary Deputy Speaker, for giving me this opportunity to add my voice to the County Governments Grants Bill. Indeed, there are many proposed amendments. view
  • 23 Nov 2021 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I have looked at the proposals made here and I agree with them. The grants are given to the counties sometimes by the European Union (EU), the World Bank, Japan and other development partners, in support of different programmes. I have seen programmes that support small scale agriculture, health, and the energy. Sometimes, I have come across governors of respective counties who just because these are non-conditional grants, consider them as free money. So, they sometimes end up using the money to pay salaries, pending bills and other non-essential issues at the county, thus ... view
  • 23 Nov 2021 in National Assembly: by the National Treasury. The National Treasury disburses funds to the counties, but because of some conditions attached to them, they unfortunately end up crying that they have not received the funds. I agree with the proposals made. We need to join hands and ensure that this Bill goes through so that checks and balances are put at the county level, and the country can have some growth. Thank you, Hon. Temporary Deputy Speaker. view
