  • 16 Mar 2010 in National Assembly: Mr. Speaker, Sir, I wish to request the Minister of State for Provincial Administration and Internal Security to issue a Ministerial Statement on the circumstances surrounding the murder of four people last night in Murinduku Location of Mwea Constituency, in the land more particularly known as South Ngariama Ranch. Could he also give us an account of the people killed in that area since 2008 and tell us what measures he is taking to ensure there is security in the area and that the culprits are brought to book? Could he also tell us what he is doing to secure ... view
  • 25 Feb 2010 in National Assembly: Mr. Speaker, I think the dispute that we have before the House is one that can be resolved by the Registrar of Political Parties. We have forgotten that we have new laws that can help a party that has internal conflict. Party members are entitled to move to the Registrar, and if they are still dissatisfied go to the Political Parties Disputes Tribunal. Having said that, I want to agree with my colleague, Dr. Khalwale, that both the parties that are now delaying us have not acted in good faith. One party is alleged not to have consulted while the ... view
  • 3 Dec 2009 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir. I rise to support the Motion before the House. I have actually looked through the policy document and it is very well-thought out. But when the Minister comes to formulate the legislation that will follow, it is very important that he institutes checks and balances. I do not think that we should put the National Land Commission in the Constitution. But I think that the policy in the Constitution on how land should be dealt with is what we should aim at and, that the power to allocate land should be in the ... view

  • 2 Dec 2009 in National Assembly: (b) whether he is satisfied that the said elections were properly carried out as provided for in the Local Government Act as well as the constitutional requirements of democracy. view
  • 2 Dec 2009 in National Assembly: Mr. Deputy Speaker, Sir, I am surprised by the Deputy Prime Minister’s answer. He has admitted that violence was meted out on the Mayor and then gone further to say that the elections were carried out in accordance with the Local view
  • 2 Dec 2009 in National Assembly: Mr. Deputy Speaker, Sir, it is not surprising that a Government that is a product of violence legitimizes violence. If, indeed, it is true that the former mayor is the one who started the violence two wrongs do not make a right. It was on television. I am not a witness and so, I would not know who started the violence. It was clear that the former mayor was being brutalized by several askaris with batons. Is the Deputy Prime Minister telling this House that in his view, elections that are accompanied by such brutality actually do satisfy the requirements ... view
