  • 24 Jun 2008 in National Assembly: Mr. Speaker, Sir, let me begin with the last issue. The fact that a Question has been asked in this House is not a bar to processes of Government going on. This Act, whether the Question was asked or not, was bound to be made operational, having been passed by this Parliament. We, in fact, regret the delay in operationalizing it, which was contributed to by the events of early this year. It was noticed by the House and was just going on with normal business. Mr. Speaker, Sir, the other issue about budgetary allocation is, yes, we have not ... view
  • 24 Jun 2008 in National Assembly: Mr. Speaker, Sir, the review process is well provided for. The only issue is that there is no big money the way hon. Members and the public would expect. The big money that we will require will be for the referendum. That has not been provided for in this Budget, because we are unlikely to hold a referendum before July next year. Mr. Speaker, Sir, although most people have been talking about 12 months running from when the Accord was signed, that is not practical. The understanding, to those of us involved in the Serena negotiations, is that the 12 ... view
  • 24 Jun 2008 in National Assembly: Thank you Mr. Speaker, Sir, for that. But I want to say that I have not addressed any issue of the House, or my Ministry, in a public rally. I would also like to indicate that the House went on Recess the Wednesday before the Thursday when the Ministerial Statement was due. However, we will be diligent to make sure that the answers are there. Mr. Speaker, Sir, I have another Ministerial Statement ready, if you have the time. view
  • 19 Jun 2008 in National Assembly: Mr. Speaker, Sir, may I seek your indulgence that the Office of the Deputy Prime Minister and Ministry of Local Government answers this Question next week. I really regret the delay, but both June 19, 2008 PARLIAMENTARY DEBATES 1271 the Deputy Prime Minister and the Assistant Minister are not in. I feel that attention to detail in supplementaries would not be covered if I attempted to read the answer. view
  • 19 Jun 2008 in National Assembly: Yes, I just want to apologise on behalf of the Deputy Prime Minister and Minister for Local Government. He is actually out of the country on official duty, and I do not know why the Assistant Minister is not in. I apologise. view
  • 19 Jun 2008 in National Assembly: I am told that he is also out of the country. I apologise for that. view
  • 19 Jun 2008 in National Assembly: Mr. Speaker, Sir, I notice that my colleagues in the Ministry of Transport have not yet arrived, if that is the Statement. I would seek that it be put off to the next day, which is Tuesday. I undertake to inform them. view
  • 19 Jun 2008 in National Assembly: Mr. Speaker, Sir, I am aware, but the report I got was for Tuesday next week. That is what even the newspapers said, although it is not a record. I will be ready with the Ministerial Statement on Tuesday. view
  • 19 Jun 2008 in National Assembly: Mr. Speaker, Sir, the information was also about next week. We are just about to meet on Monday, so that the Statement can be really informative on Agenda Item No.4. view
  • 10 Jun 2008 in National Assembly: Mr. Speaker, Sir, I am just seeking clarification from the hon. Member raising the point of order, so that it is responded to sufficiently. I know that gazettement is a requirement for Members of Parliament. I know of no legal requirement for gazettement of Ministers. A letter of appointment is normally between an employer and an employee. You can even work for a year and a letter be given later. It is a matter of procedure. Pursuant to what provisions of the law is the point of order being raised? view
