Mr. Temporary Deputy Chairman, Sir, I beg to move:- THAT, the First Schedule to the Bill be amended in paragraph 1 - by inserting the following sub paragraphs immediately after sub paragraph (6)- (7) The members of the Institute shall at every annual general meeting, elect eleven provincial representatives, being nutritionists or dieticians, who shall constitute the national officials of the Institute (8) The national officials shall elect from among their number a vice-chairperson, secretary and treasurer of the Institute. Again, this is as a result of consultation.

On a point of order, Mr. Temporary Deputy Chairman, Sir. I am seeking your indulgence and guidance. You will notice that on page 719, Clause 5 which is an amendment by the Minister, was passed. Unfortunately, I did not come in on time because the Question Time ended early. These amendments were shared between the Minister and the Mover. They were a result of consultation. Mr. Temporary Deputy Chairman, Sir, I just want to urge my colleague, Prof. Julia Ojiambo, to withdraw this 4444 PARLIAMENTARY DEBATES October 11, 2007 amendment because the bargaining power of labour is when people come together in large groups. This clause, which is seeking to register trade unions without consultations with the labour movement, will lead to the fragmentation of the trade union movement, thus weakening the bargaining power.
