He is missing one point when he says that I am refusing to answer. He knows very well that Judges are appointed according to this Constitution. When a Question is asked which is not within my ambit, but which administratively falls on my Ministry to answer, I go to the relevant Government department or agency. Thank you, Mr. Speaker, Sir. I rise to second the Motion before the House. I want to begin by congratulating the Ministry of Roads and Public Works for the efforts it has made in rehabilitating our roads and buildings and, especially, in the last one-and-a-half years. The Ministry has moved from road shows of visiting sites where construction is about to begin, to the actual work. It has now registered several complete projects. We are seeing a lot of activity in this Ministry and a fair distribution all over the country.

Mr. Speaker, Sir, I say this realising that the road and building works are capital-intensive. It is not possible for this Ministry to have projects in each individual constituency, but the way it is moving, I am convinced that very soon, all our constituents will register projects starting and being completed in their constituencies. The importance of our roads network cannot be overstated. We need our roads in order to go about our business, transport our produce to the market and even communicate as human beings. As hon. Thank you, Mr. Temporary Deputy Speaker, Sir, for giving me this opportunity to support the debate on this Vote. We all appreciate the work that the police are doing in keeping security and, indeed, all the law enforcement agencies. Mr. Temporary Deputy Speaker, Sir, I just want to emphasize that, as we ask the police to continue being vigilant in keeping security, we must remember that they too are human beings. (a) In line with Mr. Maore's theory, the Judiciary provided Kshs4 million for the proposed extension of Siaya Law Courts in the Financial Year 2006/2007. (b) The tenders for the construction of the Siaya Law Courts have not been awarded. (c) The construction is scheduled to commence in November this year.

Mr. Speaker, Sir, that is incorrect. The money was for design and for commencing the transaction. When, around March this year, it was evident that the designs will not July 4, 2007 PARLIAMENTARY DEBATES 2249 be ready, Kshs3 million was re-allocated to other projects that had already commenced and Kshs1 million was left outstanding for design. The designs are still not yet ready. That is between the District Works Office and the Provincial Works Office. They are trying to do a building that accommodates futuristic facilities. Over the weekend, and in today's newspaper, there is a supplement indicating that the Judiciary has launched a Court Users Committee and a Peer Review Committee Mechanism, all aimed at speeding the wheels of justice.
