  • 4 Jul 2007 in National Assembly: Mr. Speaker, Sir, as a Government, we are looking into all those issues. We are trying to improve governance in the area of tendering. As you are aware, we have the new procurement law. But while we are doing that and liaising within the Government, because some of those issues belong to different Ministries, I would also like to ask the locals to remove the idea of local self interest which, coupled with interest from some of the stakeholders on our side, is complicating the equation. Let us work together and ensure that the court is built. view

  • 3 Jul 2007 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir. I rise in support of this very important Bill. It is to be remembered that this is a culmination of a long journey, searching for a statutory framework within which the Press can self-regulate. I recall that in 1990, which is almost 18 years ago, the Press itself, working with other Non- Governmental organisations (NGOs), had come up with a Media Bill, 1990. That Media Bill, which never saw the light of the day, was substantially the same as this Bill before the House. I am, therefore, at a loss as to what ... view
  • 19 Jun 2007 in National Assembly: Mr. Speaker, Sir, I just want to draw your attention that the Question is raising audit issues. Any hon. Member would know that audit issues fall under the Ministry of Finance. view
  • 19 Jun 2007 in National Assembly: I rise in support of the Motion and I want to say this: For those who are lamenting that the Government is spending too much, it is important that we understand what Government spending entails. We should remember that there has been salary increase for civil servants, the Police Force and for all cadres, including this Parliament. Which spending do you want deleted? Is it Parliamentary salary? Is it Civil Service salary? Do you want a reduction on the Budget on security? When you talk of Government spending, you should understand that it is the very thing that you, yourself ... view

  • 13 Jun 2007 in National Assembly: Thank you, Mr. Speaker, Sir. I rise in support of this Bill. May I begin by commending the Minister for bringing this very innovative Bill. Like has been said, it does introduce the idea of decentralization in planning and implementation. From the centralized position where the Ministry is planning and undertaking works all over the country, we shall now have three authorities. These are: The Kenya National Highways Authority, which will be undertaking the construction and rehabilitation of the national roads, which are sufficiently described in the Act; the Kenya Rural Roads Authority which will be in charge of rural ... view
