  • 27 Jun 2012 in National Assembly: On a point of order, Mr. Deputy Speaker. He is correct; I was not part of the Committee. But I am disputing the fact that they introduced the Committee system in Parliament. The Committee system used to exist, but it was moribund. They actually did improve it, but they did not introduce it. view

  • 26 Jun 2012 in National Assembly: Thank you, Mr. Speaker, Sir. I rise to support this Bill which makes the teachers’ profession rank among other professions because most professions have an Act of Parliament that guides their operations. For the first time pursuant to our Constitution, the TSC will now have an Act that guides their operations. I was just wondering because professional bodies normally manage themselves, whether it is possible for the Minister even if not now, to start thinking about this organisation being self-sustaining. This is because it is possible and it can be done painlessly to the members of the teaching profession so ... view
  • 26 Jun 2012 in National Assembly: Madam Temporary Deputy Speaker, I rise to support this Bill, which corporatizes the PSC and seeks to reform it. The PSC is one institution that has failed to reform alongside the rest of the country. Time and again, as other Members have said, appointments in the public service have left a lot to be desired. Promotions have not been done on merit. I had occasion, when I served as a Minister, to complain about an officer; at the time somebody was seeking the transfer of that officer, a letter promoting that officer arrived. Therefore, the way the PSC interacts with ... view
  • 21 Jun 2012 in National Assembly: Mr. Deputy Speaker, Sir, I rise to oppose the Motion. I have absolutely no problem with the Vote on Account. It is something necessary and it is something that we must pass. I have no problem with the Minister proposing or the Government proposing the Vote on Account. However, I have a problem in everybody saying that this is transition. We are admitting that we are wrong and then we are saying that let us be a little more wrong until we are able to do it. Then we will never learn how to do it. view
  • 21 Jun 2012 in National Assembly: We have already agreed not to adjourn today. We will be on next week. What would have been so difficult pushing the Vote on Account to Tuesday or Wednesday next week and today getting the publication of the Appropriation Bill? I have looked at the former Constitution and the current Constitution - Article 101 of the former Constitution and Article 222 of the current Constitution. Both envisage the passage of Appropriation Bill by Parliament before Vote on Account. The only thing they allow is that even if the Bill is not assented to or is not operational in the words ... view
  • 21 Jun 2012 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. I do not want to interrupt my good friend but I would seek that he upholds what he started yesterday and, therefore, he addresses me as learned senior view
  • 20 Jun 2012 in National Assembly: Mr. Deputy Speaker, Sir, we are in agreement with the Assistant Minister about maintenance, but we also must open new roads where there are none. So, where is the road for Ijara and other places where there is no tarmac whatsoever? What plans does the Ministry have to comply with Article 202 of the Constitution on equity? view
  • 20 Jun 2012 in National Assembly: Mr. Deputy Speaker, Sir, I rise to support the Motion having been ambushed by the hon. Member but, yes, it is true. We considered that hon. Members would want to go on recess and we thought there is business we ought to try and transact before that. So, if hon. Members find it appropriate, it would be nice to extend the sitting so that we can finish the business before us today which is critical business to issues of the Constitution as you may see on the Order Paper. view
  • 20 Jun 2012 in National Assembly: I beg to second. view
