  • 20 Jun 2012 in National Assembly: Madam Temporary Deputy Chairman, Sir, I stand to oppose the amendment. We agreed in this House that one vote per person and the Commission on Implementation of the Constitution has reminded us that this amendment is actually unconstitutional. So, among the many unconstitutional things we have done this evening, let us not add another one. I oppose. view
  • 19 Jun 2012 in National Assembly: Mr. Deputy Speaker, Sir, it is unfortunate that the Assistant Minister gives the impression that wildlife is superior to human life. These are people killed and the two women mauled by the lion recently. The conservancy, the Assistant Minister may wish to confirm, is owned by one Cooky Gagman. There is, even without any further law, the ordinary civil law; the law of tort, which allows a citizen to sue for compensation from anybody who is harbouring a dangerous thing. Could the Assistant Minister stand there and say that they are waiting for a law, while it is the Ministry ... view

  • 19 Jun 2012 in National Assembly: Thank you, Mr. Deputy Speaker, Sir. Could the Assistant Minister tell the House when he will compensate these two ladies because he said he will compensate them? view
  • 19 Jun 2012 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I just wish to congratulate the House and especially the Committee for bringing amendments to further strengthen what is provided for in the Constitution and caution certain elements within the Executive to desist from misleading the President and making Parliament do double work. I beg to support. view
  • 19 Jun 2012 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir. I stand in support of this Bill. This Bill is absolutely necessary so that it shares out the responsibility of managing money matters to the county governments and about oversight to the National Assembly and the Senate. I have seen that the Bill is doing what it is supposed to do and also minding the provisions of the Constitution. When one looks at the proposed Section 46, the overall responsibility of the Cabinet Secretary includes advising the county governments on how to prepare their budgets and helping them to build their capacity. It ... view
  • 14 Jun 2012 in National Assembly: Mr. Speaker, Sir, I beg to ask the Minister for Lands the following Question by Private Notice. (a) Is the Minister aware that land parcel LR No.Baragwi/Raimu/22 which belongs to Kirinyaga County Council, and which was a subject of Civil Appeal case No.28 of 2001 has been irregularly subdivided and transferred to a third party contrary to the court order? (b) What is the Minister doing to reverse the irregular transaction? view

  • 13 Jun 2012 in National Assembly: Mr. Speaker, Sir, I wish to support that point of order, especially the part that relates to appointment of a serving member of the Judiciary without perhaps consulting the Chief Justice. When you respect separation of powers, the Executive does not choose for itself which judicial member will be a member of the committee. They request the Judiciary and the Judiciary gives a person but this handpicking by the Executive is not good for separation of powers. It is not even good for the confidence of the public. The Minister needs to make a serious explanation as to this and, ... view
  • 13 Jun 2012 in National Assembly: Mr. Speaker, Sir, last week, I stood here and requested for a Ministerial Statement from the Ministry of Forestry and Wildlife. They undertook to give that Statement last Thursday, 7th June, and which they failed to do. I raised the issue and the Leader of Government Business who was present in the House, I do not know whether it is my colleague or my late colleague, Serikali, undertook to inform the Ministry. That Statement has still not been delivered and I do not see anybody from that Ministry. I am seeking your directions as to when this Ministerial Statement may ... view
