Mr. Speaker, Sir, I just want the Assistant Minister to confirm to the House that Bingwa SACCO Society is one of the best managed SACCOs in the country, and the fact that there are members who have been suspended by the SACCO does not mean that it is crumpling, and that the Ministry will ensure that the SACCO and its members are protected so long as they operate within the law.

asked the Minister for Lands:- (a) whether he is aware that Government land, numbers LR 209/10219and LR 209/10220, situated in Mukurukwa Reuben and meant for a community school, police post and dispensary, were illegally consolidated and issued to an individual as LR 209/11887; (b) whether he is also aware that the said land has been used to secure a loan; and, (c) what measures he will take to ensure the said parcel of land reverts to the community.

Mr. Speaker, Sir, whereas I am now satisfied with the answer up to and including the revocation, I am very concerned with the tone of the Assistant Minister wanting to reward public land grabbing. Is he aware that the copy of title attached to the answer in which I had supplied him, on the face of it, it shows that this title was issued on 1st December, 1990? Mr. Deputy Speaker, Sir, thank you for this opportunity. I agree partially with the Address and, therefore, my thanks will be partial, and not whole. On the statement that the Grand Coalition Government has focused or/and has sought to improve the lives of our people, I want to say that if they have tried, then they have failed because a majority of the people cannot afford even their daily meals. Thank you. Actually that is correct! It was initially reported as Turkana but it was West Pokot and I thank him for that information. I also want to comment on the fact that the Constitution has created 47 counties. Many of us politicians are living in the past. They are talking of Rift Valley, KAMATUSA. I was quite surprised when the President talked of the Bills that we must pass, including the Bills relating to land and I endorse it. He did not talk of the Bill to enforce Chapter Six on integrity. He did mention that the elections are near; does this indicate that the Grand Coalition Government does not prioritize that Bill to enforce integrity? He also did not mention the Campaign Financing Bill. I would want to wonder when we are showing partiality in application of the law; when the Government has put its machinery at the disposal of the suspects, and it has not put the same machinery at the disposal of the victims, is this the environment where the Government now can say that impartial investigations and trials can be conducted?
