Shebesh, that when a person is a Member of a Committee, he or she cannot come before the House and seek to explore the matter further. Therefore, as a thinking Kenyan, I disagree with it totally.   • 8 May 2012 in National Assembly: Madam Temporary Deputy Speaker, the Assistant Minister goes on to deny extra-judicial killings ostensibly with the advice of the Attorney-General. “Extra- judicial” just means “outside a judicial order”. Any killing by police even in the course of arrest is extra-judicial. The Assistant Minister answered a question which I had asked last year and he admitted to 60 killings in Nairobi. In the answer, on the front, he says they are prioritizing, but at the back, he says that because of the Constitution that we have passed, it is no longer a priority to work on the rules because there is the Office of the Attorney- General, COTU, FKE and other stakeholders who have embarked on a review process to enable the laws to conform to the Constitution.   • 8 May 2012 in National Assembly: Madam Temporary Deputy Speaker, the Committee is a Committee of this House. The Committee cannot purport to be superior to the House. Therefore, we cannot be told that we cannot ask for a Ministerial Statement because the Committee is on. It is a Committee of this House and the Ministerial Statement can be given because it will shed more light to the work of the Committee. We cannot be gagged merely because the Committee is on. view
