  • 17 Nov 2011 in National Assembly: On a point of order, Mr. Speaker, Sir. I am just worried that the Assistant Minister is being allowed to get away with an answer that is suggesting illegal measures. A crackdown by nature is restrictive of the freedom of movement. If he has to impose a crackdown, it has to be pursuant to the law. So, is the Assistant Minister in order to answer this Question by saying that he has commenced a crackdown on bodaboda operators beyond 8.30 p.m. – a measure that is illegal? He has not put in place any regulations to allow him to do ... view
  • 17 Nov 2011 in National Assembly: On a point of order, Mr. Temporary Deputy Speaker, Sir. I think it would be wrong for us to blame the clerks of Parliament. I sit in the House Business Committee. Members know that there is a power game here between the coalition partners; one partner withdrawing the Members and a decision by the House Business Committee to reconstitute but the whips unable to agree on the names. I think if we really want to resolve this, it is the two coalition partners to each give and take because the stalemate is a power game. If we cannot do it ... view
  • 16 Nov 2011 in National Assembly: ) to ask the Minister for Transport:- (a) Why were the residents of Kyang’ombe and Masai villages in Embakasi area, Nairobi evicted without notice? (b) Why has the Government not provided the residents with alternative settlement? (c) What measures has the Government taken to offer assistance to the evictees? view
  • 16 Nov 2011 in National Assembly: asked the Attorney General:- (a) whether he was aware that the Government froze the assets of Zonal Holdings and Credit Investment Company Limited in 2001 after complaints by members of the public through Parliament that the said company had collected varying sums of money from them, but failed to keep its promise; (b) who the owners/directors of the company are and what the findings of the investigations of the case were; and, (c) what the value of the frozen assets is and when the depositors will be paid their money. view
  • 16 Nov 2011 in National Assembly: Mr. Speaker, Sir, may I begin by conceding that the correct name is Zone Holdings and not “Zono” Holdings. That must have been a typo. I thank the Attorney-General for his answer which, however, is not satisfactory. Mr. Speaker, Sir, the Government is the custodian of public interest. The Government is the one which licensed Zone Holdings and Credit Investment Company Limited. It is the Government through the Attorney-General, who told this House on 11th July, 2001 that the Attorney-General had ordered the freezing of the assets of Zone Holdings and Credit Investment Limited. There is continuity in office and ... view
  • 16 Nov 2011 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I seek indulgence to lay the basis of my last question. Now that the Attorney-General has confirmed that the Government licensed that credit and investment company which was taking deposits from many Kenyans all over the country - and I believe that was the forerunner to the pyramid schemes – and the Government having failed in its duty to protect Kenyans, could the Attorney-General advice the Government to consider this as a historical injustice to the very many depositors, along with the victims of the pyramid schemes, and bear the responsibility for failing to safeguard ... view
  • 16 Nov 2011 in National Assembly: On a point of order, Mr. Temporary Deputy Speaker, Sir. The Attorney-General has missed an aspect of my question; compensation on the basis that the Government failed in its duty of care by registering a company that committed fraud on the people. Is the Attorney-General in order to fail to answer that part of the question? view
  • 16 Nov 2011 in National Assembly: Mr. Deputy Speaker, Sir, while we appreciate the widening of the roads, especially the Thika Superhighway, could the Minister consider liaising with the police to ensure that at every diversion where congestion occurs--- Yes, the motorists are contributing to it, but could he arrange with the police, so that there are policemen to guide traffic in order to avoid traffic jams? view
  • 16 Nov 2011 in National Assembly: Mr. Deputy Speaker, Sir, I want to apologize to the House. I was not here when the Question was first called out. Mr. Deputy Speaker, Sir, I beg to ask the Minister for Transport the following Question by Private Notice. (a) Why were the residents of Kyang’ombe and Maasai villages in Embakasi area, Nairobi, evicted without notice? (b) Why has the Government not provided the residents with alternative settlement? (c) What measures has the Government taken to offer assistance to the evictees? view
  • 16 Nov 2011 in National Assembly: Mr. Deputy Speaker, Sir, the answer is totally misleading and I want to table a letter from one of the residents of Kyang’ombe/Maasai Villages which clearly shows that the residents, who had permanent and semi-permanent houses, had been paying the requisite fees to the City Council. It is, therefore, totally misleading to claim that they were not settled there by any authority. It takes time to build a semi-permanent or permanent house. Why did the Government wait until those residents had put up their houses only to go and demolish them? If Mr. Deputy Speaker allows me I will read ... view
