Therefore, they must have hired him on the basis of his competence. Secondly, he was re-engaged in 2009 and worked under one Permanent Secretary, Lenaiyapa, for a whole year. The IEBC is the one that chooses the returning officers and the presiding officers. Once they are told they will choose, and normally if there is anything unsuitable any voter can complain, we have to reach a stage where we have to have some basic trust in that body to do certain things. Then we have the residue right to point if anything is going wrong. I support. view
