  • 5 Jan 2017 in Senate: Thank you, Mr. Speaker, Sir. I rise to support this Bill. There have been several myths out there that have been propagated through the media and other platforms that we wish to clarify. First is that the only issue that is contained in this Bill is just Section 44 (a). In fact, there are many others that are positive. One that I relate with is the issue of solving of disputes after nominations. That is key; that we have a timeline. The issue of timelines that had been proposed by the consumers and practitioners that include IEBC have been dealt ... view
  • 28 Dec 2016 in Senate: Mr. Speaker, Sir, I also laud this Senate in the way we handle our Business. We have set the pace on how it should be done and that is why we are also debating this one. When I read Standing Order No.30, I am very compelled to agree with Sen. Orengo on the gazettement of this Sitting. This Sitting does not fall in the purview the Standing Order No.30 on hours of meeting. In fact, under Standing Order No.30(3), on a normal day, we can actually meet any other time. However, on this one, it is under Standing Order No.29 ... view
  • 28 Dec 2016 in Senate: On a point of order, Mr. Speaker, Sir. You have already made a direction on the way this Bill will progress. Is it in order then for the Minority Leader to preempt debate on the issues pertaining to it? view
  • 28 Dec 2016 in Senate: Mr. Speaker, Sir, I join my colleagues in lauding everyone who has participated today, and more importantly, you, for your landmark rulings that you have made today. All eyes were on the Senate. We have done justice. However, what we have done today, will be put to test on 4th January, 2017 because we have only postponed the issue. The biggest New Year gift we can give to Kenyans is to ensure that we come up with something that we would give way and show light to the country. When Sen. Wetangula was speaking, I tried to rise on a ... view
  • 30 Nov 2016 in Senate: Thank you, Mr. Speaker, Sir. The reason you hear Members speak with certainty to this issue is that from the Members of the County Public Accounts and Investments (CPAIC) and the Committee on the Finance, Commerce and Budget, we encounter many of these issues that you can almost make an inference. As I commend the three residents of Nyamira County, I note their frustrations as have been cited by Members here. I know Sen. Mutula Kilonzo Jnr. is afraid to name Machakos County. In fact, the governor appeared before CPAIC not only accompanied by the chairman of the County Assembly ... view
  • 30 Nov 2016 in Senate: On a point of order, Mr. Speaker, Sir. I did not hear you commit the petition to a Standing Committee. view
  • 30 Nov 2016 in Senate: Mr. Speaker, Sir, as you know, Murang’a is my county of birth and I--- view
  • 30 Nov 2016 in Senate: Mr. Speaker, Sir, I thought I had pronounced it on this Floor over and over again, but I can inform the House that, yes, it is mycounty of birth and welcome the Deputy Governor of Murang’a County to the Senate, but most importantly, I want to allude to what has been touched by other Senators as a Members of the County Public Accounts and Investments Committee (CPAIC). I would like that the Deputy Governor to passage the message to the Governor of Murang’a that we are not interested in extraneous issues. We are only interested in finding out the truth ... view
  • 30 Nov 2016 in Senate: Mr. Speaker, Sir, if I said Sen.Muthama, it must have been a slip of the tongue. I actually meant the Governor of Machakos who has since honoured the summons to appear before CPAIC. I apologize. view
  • 30 Nov 2016 in Senate: On a point of order Mr. Temporary Speaker, Sir. view
