  • 9 Oct 2019 in National Assembly: may be something that the House can solve for us. We have a lot of Questions and sittings nearly every week. If we could get a permanent place, so that we do not walk around, it will help. Second, I asked a Question to the Minister for Agriculture in February this year, but I have not got an answer for it. So, there is need for Chairpersons to reconcile the Questions that we have asked and, at the very least, give us a status update of what is happening. Thank you. view
  • 18 Sep 2019 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I am just wondering whether we are speaking about the same Bill. My understanding of the Employment Bill that we had on the Floor is the one that talks about leave for adoptive parents. I was listening to Mheshimiwa Pukose and did not see as if he went in that direction at all. I thought I am the one who had the wrong Bill. I just want your guidance. • 18 Sep 2019 in National Assembly: Thank you, Hon. Temporary Deputy Speaker for this opportunity. I stand to support this Bill. I will try to limit myself on the issue of the Bill. Hon. Wangari introduced this Bill and the whole idea of adoption when, as a country, we are struggling with adoption. We have a lot of children in children’s homes. This particular Bill is meant to encourage parents to adopt children. It is a fact that when you get a child through normal delivery, you get maternity leave. Ladies get a three month paid maternity leave. Hon Wangari is proposing that those parents who ... view
  • 31 Jul 2019 in National Assembly: Thank you very much, Hon. Temporary Deputy Speaker. I rise to support this Bill. This House is for making laws. This House is for legislating. It is where we solve national issues, national problems and national crisis. I want to believe that the people who have been elected in this House have been elected to pre-empt crisis. Right now, IEBC has three commissioners. God forbid if something happens to anyone of them. Then we would admit that we have a crisis. When I hear my colleagues say that we do not have crisis, it is true we do not. But ... view
  • 31 Jul 2019 in National Assembly: These are all very real things that we have all lived through. Every person who is in this House experienced them as recently as two years ago. I would suggest very strongly that it is our responsibility as this House to fix this Bill rather than to throw it out. We can amend that which we are not happy with. The other committees that have suggestions… I have heard some mention that they have suggestions that could better this Bill. They need to bring those amendments to this Bill. It would be a big disservice to this nation if we ... view
  • 23 Jul 2019 in National Assembly: Thank you very much, Hon. Speaker. I rise to support the Report by the Departmental Committee on Lands. I especially want to congratulate them for the speed with which they have come up with the Report. It is quite commendable. I also want to congratulate them especially for the recommendations they have made, which I have looked at. view
  • 23 Jul 2019 in National Assembly: There is an issue that has been raised by some of my colleagues on the delays. This is a 1992 issue. It is a case that goes back over 25 years. Sometimes, one worries that even as allotment letters are being done, who is going to get the letters? Are we actually talking about the same people who were supposed to get the land in 1992? This should also serve as an indictment to Government. Sometimes delays in executing a decision from the time it is made ends up causing more harm than good. If this had been done immediately ... view
  • 23 Jul 2019 in National Assembly: of the groups there are some genuine people, but you would find that the group that was a focus of the decision in 1992 could have moved into something different. view
  • 23 Jul 2019 in National Assembly: It is also important for us to flag the issue of insecurity that the Committee has identified. If they continue delaying the process, they are creating an environment that could generally lead to a lot of insecurity within Kiambu County. view
  • 23 Jul 2019 in National Assembly: Finally, there is something we are not discussing. It is a fundamental issue we need to think about as a House, even as we adopt this Report. We have very many cases of IDPs being allocated land after issues related to political violence. At what point are we going to draw the line? In Nyeri Town, we are still hosting IDPs of various post-election violence incidents up to this moment. The decision to allocate land to IDPs is something we need to think about because it looks like we are affirming the act of displacing people from their land. As ... view
