  • 3 Jul 2019 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I just wanted to add my thoughts to this particular Bill. The Chairman has explained that the role of the Commission is to facilitate the operations of this House. • 3 Jul 2019 in National Assembly: further. The role of the Commission is also to protect the capacity of this House to function. Parliament is one of the three arms of the Government. It is actually the second arm of the Government. There is this misconception in the public that the only thing that the Parliamentary Service Commission does is to discuss salaries and remuneration of Members of Parliament. One of the things I hope will happen when we have executed what we have just done today is to establish a proper and fully funded communications department within the Parliamentary Service Commission. We need to have ... view
  • 3 Jul 2019 in National Assembly: It is very unfortunate that many times, the public has no idea what Parliament has been doing the whole time unless we have a conversation about remuneration. For example, it would pass as a headline that MPs spent the whole day discussing their salaries and yet the truth is that, MPs would have sat three days a week for three months. The one day that we talk about salaries is the day we make it to the headline news. We have passed laws; we have made amendments and done a lot of work for two or three months. But every ... view

  • 8 May 2019 in National Assembly: Thank you. I have some concerns even as I support the concept behind these amendments. Even as we debate on whether we are going to pay within 30 or 90 days, we are basically saying that the money is available. When we introduce a concept for interest, who is going to be charged interest? The people who are going to pay the interests are taxpayers. As a House, we are supposed to legislate for fiscal discipline within the Government but we are now seeking to give the Government a leeway not to pay contractors. What we are being told is ... view
  • 8 May 2019 in National Assembly: In my opinion, we should not legislate for Government mistakes. We cannot pass a law to say if the Government does not do what it should do, then it will have an option. We will be setting a very bad precedent. We are giving the Government an opportunity not to pay. We are legislating to ensure that we solve the problem of Kenyan suppliers by ensuring that they get paid their money within a certain period. So, if we agree that the Government must pay within 30 The electronic version of the Official Hansard Report is for information purposes only. ... view
  • 24 Apr 2019 in National Assembly: Thank you very much, Hon. Temporary Deputy Speaker. I rise to support the President’s Speech. One of the things I want to point out is that what the President was doing is fulfilling Article 132 of the Constitution, which requires him to give a report to the House on the national values and what he is doing about them. What stood out for me specifically is his intention of uniting the country. As a country we have invested a lot of money in building our nation, in building our economy, in building our political establishment The electronic version of the ... view
  • 24 Apr 2019 in National Assembly: and, in building our institutions. We have not invested as much in what is called building a national ethos: helping Kenyans to understand what it is to be Kenyan. One of the things that is astounding and which is discussed around the world is our ability to come back from the brink whenever we have gone there politically. One of the things that happened is now what we call the handshake or the BBI. I noted that the President has emphasised his commitment to building bridges. And I do not think that he is building bridges by destroying the ones ... view
  • 24 Apr 2019 in National Assembly: That is what I understood him to say. That is one of the things that I am looking forward to seeing because Kenyans are looking at him to now walk the talk. They want to see actions; they want to see people in court and in jail. I am hoping that it is what we are going to see after this Address and therefore I support. view
