  • 27 Mar 2018 in National Assembly: I also know that there was an attempt here to bring the Community Health Workers Bill and it did not pass through. We will bring it back, so that we can empower quick referral management of diseases at the lower level. In fact, in the universal health care, we are making households small hospitals, so that diseases can be managed very well. As a new Member of this House, allow me to say that sometimes we watch the type of deliberations we have with awe. It is important to know that as we deliberate here, Kenyans are watching us from ... view
  • 27 Mar 2018 in National Assembly: Lastly, I want to urge the House to adopt this Report. Let us look at all the recommendations. We all went through all the underlying factors that make people perform mistakes. We also said that we have to separate the triaging system from the conditions that need elective procedures - Those are the ones that can wait for the doctor. There are patients who are in critical conditions. They could be maimed, unable to talk or confused. When you do the triaging well, then the tagging starts straight away. The problem started at this point: the patient went to the ... view

  • 21 Mar 2018 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I will be very brief because most Members have alluded to what I was going to say. As a new Member, what worries me most is that most Motions passed here are never implemented. This is because we debate and those who are affected, like in this case the Police Force, are looking up to this House to help them with what they go through. However, it is oxymoron to expect police officers to maintain peace when they do not have peace within themselves and where they live. In fact, even transport for them ... view
  • 21 Mar 2018 in National Assembly: I tend to agree with Hon. Agwenyi that, maybe, the Budget and Appropriations Committee can help us on this one because I wonder what percentage in the security docket, is the police service accrued. This is very important for us. I know the activity concerning the other armed forces may include Al Shabaab and other areas. But, most of the security work is done by the police officers. We need to look into this and why it is not implemented. Allow me to say that in my constituency Ndhiwa, I am trying as much as I can to use my ... view
  • 21 Mar 2018 in National Assembly: CDF so that we can help. This is because when things go wrong in our constituencies; it is the MP who is asked, including the police officers, who look up to MPs for help. So, this will be another avenue to help them, if the other one is a big animal. Let us use this channel so that, we can help our police officers. I tend to disagree on the issue of corruption. Anybody who can take Kshs200 illegally can also take Kshs200,000 or Kshs200,000,000. In fact, poverty is not a licence for corruption. There is an old woman who ... view
  • 20 Mar 2018 in National Assembly: Thank you, Hon. Deputy Speaker. We all want Nairobi to be the best in this region. We also want this Bill to be one of the corrective measures. However, some areas need to be reviewed. For example, it was said that we need to review how the council and the Authority will work together. It is known globally that you cannot fix traffic jams by fixing ‘the hardware’ only. This Bill should address how behaviours will be modified. For example, the truck routes have to be addressed. The traffic laws also need to be reviewed because right now, we are ... view

  • 27 Feb 2018 in National Assembly: Thank you so much, Hon. Temporary Deputy Speaker. I am really in appreciation of what this Departmental Committee on Transport, Public Works and Housing has done. I just want to put some few comments which I hope they will consider. Hon. Temporary Deputy Speaker, you were told not to listen to complaints however, what we are doing is to make this document better. Before Independence, all good things were in urban areas. If you wanted to see tarmac roads, running water, decent toilets and good roads, they were only found in urban areas. I hope through this Committee, we can ... view
  • 27 Feb 2018 in National Assembly: areas so that they can be built to last. The types of bridges I see in my constituency are pathetic and should not even be called bridges. So, when we do roads, let us have standards. Lastly, we would like to be updated on the clause that says that of the 30 per cent that you give, some of it will be distributed to the constituencies. We do not know what mechanisms will be used to distribute those resources but we would like to be well informed. If you are distributing to constituencies, what mechanisms are you using and how ... view
