I want to start with the definition of a "public officer" and I can see right there that it means "a person in the service or holding office under the Government of Kenya". That one brings a lot of problems to those who are Ministers and Assistant Ministers. They cannot be founding members of a party, neither can they be officials. That definition is faulty. (a) Is the Minister aware that following constant power failure at the New KCC Runyenjes cooling plant due to irregular power supply, dairy farmers from Embu and Meru South districts have incurred huge losses in respect of unsold milk? (b) If the answer to (a) above is in the affirmative, what is the Government and/or the New KCC Ltd doing to ensure that a generator is fixed at the Runyenjes Cooling Plant? view

However, I can see that the purchase of a generator will be considered during the next financial year and yet, we are losing a lot of milk. Farmers are incurring huge losses. I am also grateful for the idea of bringing a milk tanker. That will be a short-term measure. I have just rung Runyenjes and it has not arrived. When will the tanker arrive? view

I do not know whether the Assistant Minister is aware that the cooling plant at Runyenjes serves the entire districts of Embu and Meru South. There is no other milk processing plant in Eastern Province and yet, farmers continue to produce more and more milk.
