However, when it comes to other facilities like toilets, you may not even find the one which was referred to by Hon. Mwaura. You will find that there is none. I want, at this point, to acknowledge the work that is being done by the National Council for Persons with Disabilities. The Government has provided special schools for children with disabilities. I also want to use this opportunity to call upon all parents and other people in Kenya who are locking up these children in homes, and those who are ashamed of them to appreciate that nobody ever asks for a child with a disability. As I conclude, I want to say that persons with disabilities still have many challenges. It is not only about mobility but also access to employment. They are still being discriminated against. Most of them apply for employment but they are not considered. So, as we address the challenges facing persons with disabilities and continue to advocate for accessibility to public buildings, I also call upon all institutions and employment bodies to recognise that we have qualified professionals with disabilities. Thank you, Hon. Deputy Speaker. I was afraid I may not get a minute to contribute to this important Bill. From the outset, I want to say that one of the most important things at any level of development is physical planning. It contributes to a more balanced and less wasteful use of land and financial resources. In the past, the focus has been basically on urban development, and particularly the layout of new residential areas and other land use areas. However, this Bill seeks to address physical planning in our rural areas.
