From the outset, I want to say that the CDF is one of the success stories as far as development is concerned. When I look at my own constituency, I attribute 99 per cent of the infrastructure development in schools, dispensaries and polytechnics to the CDF. It gives us a platform and a most structured manner in which we can deal with the welfare of Members. We have seen men sagging their trousers and walking bare-chested. This amounts to discrimination against women. It is high time we said no to this. It cannot continue. It is unacceptable.
