Mr. Speaker, Sir, I want to point out three observations. First, I congratulate the County Assembly of Kiambu for exercising their constitutional power. issue, there are institutions that deal with land transfers in the county. So, why did they take advantage of the powers of the Governor and transferred this land that belonged to the lady to the county governor? So, it would have been important for us to see the title which had been processed. Also, we should have heard from the registrar of lands on why he or she was forced to transfer the land to the governor. On a point of Order, Mr. Speaker, Sir. This is a House of rules. Sen. Kang’ata has declared that he moved from the Muchoki, Kang’ata and Njenga law firm. Does he have evidence to support his statement because our learned friend yesterday predetermined the Motion? This is a very serious issue that needs not to be treated casually. How can we confirm that he moved from the law firm?

Mr. Speaker, Sir, I wish to inform Sen. Cheruiyot that from the beginning of the last session, I went round to collect signatures from Members. I wrote a request to your Office through, the Office of the Clerk, to amend our Standing Orders to form a Committee on Implementation. I did that because Motions, Bills and Statements pass through this House and our Committees bring reports but without the Committee on Implementation, they are not followed up. This is an issue of great concern. We are already in a country that is food insecure. Many a times, we have cries of hunger, even from the marginalized communities. These are communities who can only depend on livestock, but today when you go to the market where they sell their livestock, the prices are too low. You even feel that it is better to slaughter your cow and let people celebrate rather than selling it.

The same case applies to milk. We are looking for a way of promoting food security, but we are not supporting farmers who are trying their best to save this country by supplying such products.
