This Statement does not just address Vihiga County, but also many other counties are facing the same problem. I wish the Senator could have done two Statements on the same, so that they can be addressed properly by two Committees. Although it is a period of campaigns for our colleagues, I have a lot of respect for the Chairperson and Members of the Committee on Energy.   • 10 May 2022 in Senate: Mr. Speaker, Sir, I thank you for giving me the chance to contribute to this important Bill. From the onset, I wish to state that this is an important and timely Bill. It is one of the Bills that I wish this House can pass before the next Senate. A clean and healthy environment is a constitutional right. Article 42 of the Constitution states that every citizen has the right to a clean environment.   • 10 May 2022 in Senate: Madam Deputy Speaker, when this Bill is passed, it will address the issues that I have highlighted. Of interest is the provision that will enable county governments to do financial allocation and give incentives to companies and institutions that are doing garbage collection and management of waste. Another interesting provision in this Bill is creating a monitoring, compliance and enforcement law in the Bill. The county governments and institutions like the National Environmental Management Authority (NEMA); the authority in-charge of waste management, will have infrastructure for monitoring and compliance. Why do we have to take patients from all corners of this country to Mathari National Teaching and Referral Hospital? Why do we have to torture patients who are already in need of some kind of attention by bringing them all the way from their counties to one hospital that is not even equipped to attend to them? view
