The neurological conditions impact on the quality of life for the sufferer, caregiver as well as places of health care and even schools. Once a parent has such as a child, they invest so much time and spend a lot of resources on them. At the same time, they need expensive medical care, engaging, feeding, dressing and bathing them.

I agree with Sen. Omanga that the caregivers need more time to be with children or adults suffering from neurological conditions. I therefore, agree with Sen. Omanga that our counties and the national Government should have data on these children and their caregivers. We need a database because we need to plan with information of what caregivers need. We need a budget for then in terms of healthcare and also food security.

Madam Temporary Speaker, in many of the communities that we come from, when you get such a child who has a neurological disorder of any kind – be it epilepsy, cerebral palsy or any other – you are perceived as a social misfit because of committing a certain sin or having been cursed. You, therefore, also suffer psychological effects. The caregivers and parents of these children need education on the cases they are taking care of. They need to be trained and empowered so that they can take care of such children. The caregivers also need to be empowered on ...

Mr. Speaker, Sir, I congratulate Sen. (Dr.) Ali for bringing this Statement to the House. I laud him for highlighting this issue that not only affects the people of the North Eastern part of Kenya, but many Kenyans. The Committee that will look into this matter should look at how we can devolve all matters pertaining passport issuance to possibly all the county headquarters in the counties. Kenyans are forced to queue for long hours at Nyayo House to apply for passports. The cost of transport and accommodation for people seeking passports is high. Many of our people are not ...

Thank you, Madam Temporary Speaker. I also want add my voice on this by saying that we have really struggled to add monies going to counties. It is very sad for the people we are giving the money not to be able to tell the citizens of their counties, how much they are using and what projects they are going to put the monies in. The electronic version of the Senate Hansard Report is for information purposesonly. A certified version of this Report can be obtained from the Hansard Editor, Senate.

I want to encourage the county assemblies of Makueni, Machakos and Kitui to do their oversight roles very seriously. When we visited Mulango Vocational Training Institute, we realised that the classes are not friendly. The college is not attractive. They have never received any funding from the county government. This is the same case with St. Michael Primary School, which we visited. They have never been funded by the county government yet these monies are intended to go to those institutions. These monies are supposed to be distributed by the same CEOs who do not want to appear before Senate ...

Madam Temporary Speaker, I have not also heard the work that the Committee on Education has done since we came to Kitui. I was wondering whether what is being reported is for a few selected committees.

Thank you, Mr. Deputy Speaker, Sir, for giving me this opportunity to add my voice to this Statement. From the onset, I want to congratulate Commissioner Sen. Khaniri for that important thought. I want to point out three issues: One, revenue collection in our counties is a very important issue that needs a depth discussion in this House. This revenue is the monies that Kenyans need to go back to the service that they are given. One of the things that is missing in our counties is lack of proper systems, in terms of how this revenue is collected; how ...
