I agree with my colleague that whenever people see a free piece of land, they will always think of grabbing it. I think the Ministry should come in and issue title deeds to these people. The county government should also come up with a system of protecting this land in Taita Taveta that belongs to many group ranches. As he has said, even Maasais go there but normally they do not grab land. It is bad to assume that they come to Taita Taveta to grab land. From the outset, this is a timely and also a constitutional Bill which seeks to align PPPs to county government structures. This Bill will promote more development in our counties. Mr. Deputy Speaker, Sir, this Bill does not also state the nature of projects we can do under the PPP arrangement so that we do not just allow our counties to enter into partnership on small projects which have already been allocated money. We allocate monies to counties for water, agriculture and all other functions provided under the Fourth Schedule.
