I think the Ministry should come in and issue title deeds to these people. The county government should also come up with a system of protecting this land in Taita Taveta that belongs to many group ranches. As he has said, even Maasais go there but normally they do not grab land. It is bad to assume that they come to Taita Taveta to grab land. From the outset, this is a timely and also a constitutional Bill which seeks to align PPPs to county government structures. This Bill will promote more development in our counties. The PPPs will help our counties to get more funds to fund huge infrastructural development projects, which our normal allocations cannot cater for. The PPPs will also bring in many actors, meaning that more expertise, technological methods and effective and efficient managerial skills mainly found in the private sector will get to our counties. We allocate monies to counties for water, agriculture and all other functions provided under the Fourth Schedule.
