There are quite a number of conflicts in those particular areas. We need to come up with a very formal agreement to address conflicts in Taita Taveta County. Communities with large heads of cattle and other livestock who want to graze and water them must sign a formal agreement so that they are accorded enough security by the authorities. It will be prudent to herders to register all animals they are grazing in that county, so that they can account for them in case of conflict.

Thank you, Madam Temporary Speaker. From the onset, I support the Petition. I will only take two minutes to address myself to a few concerns that I have noted. The Ministry concerned with Public Service should ask itself whether these certificates and clearance are necessary. We are overburdening parents because they paid so much to take their children to different institutions. It is a pity to ask them to clear the HELB loan before their sons or daughters are employed after graduating. We are asking them to pay for transport to and fro for these youths to get these documents ...
