When it comes to the issue of poor human resource practices as highlighted in the Petition, it is true that if they are not qualified then we shall have corruption and unqualified people. I only have two points to make because we have heard much from my colleagues. It is important that these funds are disbursed within the period that we are here or the coming government. However, we have seen nepotism in the award of tenders that are being given in the county governments, even with the funds from grants. You find that only the family, a few friends or relatives of the ‘who is who’ in that particular county government are getting the tenders. view
