  • 20 Aug 2024 in Senate: Specifically, a Senator who wishes to speak on any matter in which a Senator has a pecuniary or proprietary interest shall first declare the interest. So, I do not think going to school together is pecuniary or proprietary. I do not even think the witness before us is a Senator. Standing Order No.104 is for a senator who wishes to speak on a matter. So, the Standing Order that he quoted is irrelevant. I am sure he just wanted us to know that he went to school with brilliant fellows, but that is now water under the bridge. view

  • 19 Aug 2024 in Senate: Since this is evidence-in-chief, and it will go on record, it is fair that the witness refers to the content of the letter that the Clerk has written, “would wish to kindly inform you that my office is unable to recommend the same for the appointment, to be transmitted to the County Assembly for action”. What the witness is saying is that they wrote to ask for more information, which is a not accurate. The fact is that the Clerk said that the County Assembly is unable to process their vetting since their offices have been occupied by other occupants. view
  • 14 Aug 2024 in Senate: Mr. Speaker, Sir, this House has gone both ways on matters of impeachment. We have seen this House deal with impeachments the committee and plenary way. I have been an ardent supporter of the committee way because I feel they can interrogate issues more closely, just as Sen. Sifuna said. However, this matter is too weighty to be left on the shoulders of 11 Members. If anything, Members who have been proposed to be in that committee are not even willing. Article 123(4)(a) states that- “Except as provided otherwise in this Constitution, in any matter in the Senate affecting counties— (a) each county delegation shall have one vote to be cast on behalf of the county by the head of the county delegation or, in the absence of the head of the delegation, by another member of the delegation designated by the head of the Delegation.” Looking at the membership of this particular committee, I have tremendous respect for all Members who have been proposed.
