Thank you very much, Hon. Speaker. I support the Election Offences Bill. This is a comprehensive tabulation of the various malpractices that occur during elections. Issues of cheating, collusion and conspiracy to breach confidentiality have been addressed. Other issues that have been addressed include impersonation, bribery, violence and intimidation. This reminds of a fraudulent publication which published very misleading information about me during a previous general election. This is because the giants in this economy include the likes of the KBL or the EABL and Safaricom. As you have noticed, the list of alleged anomalies and malpractices was quite long. I support this Motion as amended because the problem was the issue of party hopping. The truth is that there is no party in this country that has got the capacity to run good nominations. Perhaps, not necessarily out of choice, but even the resources which are needed and required to run good nominations throughout the country are enormous. I do not even see how the suggestion that the IEBC could be contracted to run these nominations ...

Doing nominations for each party is almost like running a full election. The amount of money needed is enormous. One way of trying to ease pressure on this is by allowing party hopping. By the way, I am a product of party hopping. If it were not for that window, perhaps, I would not be here. There is no way I can support the ban on party hopping until our parties have matured and have the resources and capacity to run such nominations.
