  • 16 Aug 2016 in National Assembly: Thank you, Hon. Speaker. I will be very brief since, as everybody has observed, it is fairly a straightforward matter. I support that the Act be repealed. However, a curious question that I have is; how come it has been left in our books for all these years? It was enacted in 1937, nearly 80 years back and over 50 years after our Independence. I support the Bill particularly the amendment that has brought in other aspects of learning like extra-curricular activities. As for how this will be done, that is where experts will have to sit down and see what weight to give to each item. I am happy for the suggestion of ranking schools according to their management, academics, extra-curricular activities and many other aspects, so that everybody will be keen in their input. view

It is a Bill that will assist in strengthening the counties because as we know, our counties are fairly young and have a lot of teething problems. I feel that once we have such systems, we will be assisting our counties in delivering and performing well. I have looked at the document. It will assist very much in clarifying the process and also as a guideline to ensure that there is a systematic way through which recruitments are done.   • 27 Jul 2016 in National Assembly: fact that this will also lead to consistency and standardisation within counties is a good thing compared to what is happening now. We have different approaches and ways of recruiting as many people as there are counties. The fact that we now have a document that will assist in ensuring consistency, predictability and fairness is a good thing. Also, the Bill gives some timelines and deadlines. There is a section that indicates that there must be a notice of, at least, 21 days before the interview can take place.   • 27 Jul 2016 in National Assembly: It is obvious that this is a good Bill. The biggest problem in this country is not lack of documents, laws or good policies, but the application and enforcement. I hope there will be a way of cross-checking to ensure that there has been adherence and proper application of this law. I support the Bill. view

The main reason for opposing it is on the timing and not really the content as it is. I have gone through it and some of the paragraphs are acceptable. They mean well. If you look at the timing of it and the fact that we have a Joint Select Committee that has just started looking and examining this subject of the IEBC, it may not be the right time to do this piecemeal.   • 21 Jul 2016 in National Assembly: and interviews carried out in the open. For me, it looks like any Kenyan will be free to apply for these positions. The PSC will perhaps be using their expertise of interviews and selection to do their work. I think we will just be using that experience and expertise. That need not be a negative thing. I also noticed that the issue of gender is address. It ensures conformity with the Constitution. We also need to ensure that the face of Kenya is reflected in these appointments.   • 21 Jul 2016 in National Assembly: I find the issue of compliance to Chapter Six of the Constitution in nearly every advertisement. I have not understood how this is realised or verified. I have not come across anybody who has been excluded because of not meeting Chapter Six. I do not know how it is being ensured that Chapter Six is being complied with. view
