  • 21 Jul 2016 in National Assembly: Finally, I want to talk about the issue of the election calendar. I do not wish that we defer the elections but I ask myself: Which is the lesser evil? Is it to rush and do these elections simply to beat a certain deadline and have poorly run elections that could easily throw us back to where we were in 2007/2008 or we take our time, run efficient elections and have a stable and peaceful country? view

  • 20 Jul 2016 in National Assembly: Thank you, hon. Temporary Deputy Speaker. I also rise to support that Petition. This is because the cost of education in this county is really sky rocketing. The effect is that children from poor families and background are not going far in education. We start wondering when we have these task forces. So much money and time is spent on them and then the recommendations are put on shelves and nobody bothers about them.   • 20 Jul 2016 in National Assembly: Hon. Temporary Deputy Speaker, another area that is coming up that is really serious is the issue of registration of new schools. There seems to be a directive from the ministry to stop registering new schools and yet some of them already have children. Some of their primary schools are about to get to Standard Eight and others are up to Form Three and they are being advised to close and send children to other schools. These are some of the things that are really undermining education in this country. I support. view

  • 15 Jun 2016 in National Assembly: supporting the sugar industry which is currently experiencing a lot of challenges that relate to the cost of production. Right from the time of producing sugar, the cost of inputs and bureaucracy in the sugar industry have discouraged farmers from pursuing sugar farming. If we are not careful, the sugar industry will collapse and it is going to be a big shame if we reach a stage where nearly 100 per cent of sugar used in this country is imported. I rise to support the Motion on the adoption of the Report on the Budget Estimates for the Financial Year 2016/2017. Let me start by thanking the Committee for a very good job that was done. The Chair of the Committee has given us a very detailed Report and explanation. Obviously, that Committee did a wonderful job of going through these pages of figures and tried to assist us to make sense of them. This is one of the most important responsibilities of Parliament.   • 9 Jun 2016 in National Assembly: There were also quite a bit of concerns about the debt position and management of this country. It looks like we shall continue borrowing, both domestically and externally. It would be a good thing for us to keep gradually reducing the borrowings. Otherwise, we might find ourselves completely overwhelmed by these debts. What is provided for Recurrent Expenditure and Development is almost the same. We will be looking forward to a situation where we allocate more to Development and less to Recurrent Expenditure. view
  • 9 Jun 2016 in National Assembly: I have noted that what has been provided for infrastructure is reasonable and substantial. I want to make a request with regard to what is provided for the energy sector. This regards the provision of power in the country. I hope the Report that the Cabinet Secretary for National Treasury gave us here, which states that money which has been allocated will be used to ensure that the 70 per cent that is targeted for lighting and power in the country by 2017 is achieved.
