  • 29 Jul 2015 in National Assembly: Okay. There is also a fallacy that those officers are not serving the taxpayers when they go out to work in the private sector. That is completely incorrect. If an officer leaves and goes to work with say, Kenya Breweries Limited (KBL) or Safaricom and the like, they are still serving the taxpayers. In fact, those are among the highest taxpayers in this country. It is not correct to say that it is a waste of taxpayers’ money when they move to another section of the economy. How can we, after giving so many powers and putting into this Bill very high qualification requirements of the Auditor-General and a very rigorous system of appointing him or her, come and say that he or she cannot have an opinion on issues of policy? I commend those who started it; it was very visionary of them. The HELB has helped very many Kenyan students who would perhaps have missed university education. It is, therefore, an important Fund.
