court and the magistrates or the judges do not show up until about 11.00 o’clock, and they are there briefly and then adjourn the proceedings. This is the sort of thing that we are talking about in their professional conduct and discipline. Finally, I am happy that the Bill encourages the modernisation of our courts in terms of communication systems and record keeping. They are moving away from the rather conservative approach of our courts of sticking to archaic and outdated ways and mannerism of the courts. We should be getting away from that and seeing the best way to ...

Thank you very much, Hon. Temporary Deputy Speaker for giving me the opportunity. Right away, I want to say that I support this Bill. This Bill is very timely. In fact, I wonder how we have managed to do without such a Bill for this long. But as they say, better late than never. I support the Bill strongly because it provides a legal framework for the regulation and practice by the technologists and technicians. This is very important. This is a cadre that is important and increasingly as we have these projects in our devolved system of Government where ...

Hon. Temporary Deputy Speaker, it is very important for a cadre that plays such an important role to be well regulated. I also notice that the Bill provides for a Board and gives it full mandate and enough powers for them to ensure that the standards are maintained starting from training. I would imagine that when it comes to the issues of curriculum, the Board and other professionals in this area will be fully involved to avoid some of the situations that we have found some of our colleges in; arguments and disagreements over the kind of curriculum that is ...

Thank you, Hon. Temporary Deputy Speaker. I rise to support this amendment to the Constitution of Kenya (Amendment) Bill. I wish to thank my friend and neighbour, Member for Ugenya, for bringing this amendment. Hon. Temporary Deputy Speaker, if we settle on this date as proposed in the Bill, we will be creating certainty and predictability that is needed. As it stands now, it is not very clear. There is a bit of contradiction. When the Constitution talks about the fifth year, which year are we referring to? Is it January to December or from the time of the event, ...

Parliament would have to be dissolved, perhaps, at the beginning of June. That, in itself, has certain very serious implications when it comes to the budget making process. We need to look at that as well. Let us not ignore it. I agree that there are certain unique patterns and ways that we, as Kenyans, have in our lives. It is a certain rhythm of our lives which affects activities like the school calendar. I have just talked about the budget-making calendar and even the way we organize some other aspects of our social lives. You will find that a ...

Thank you very much, Hon. Deputy Speaker. I rise to support Sessional Paper No.2 on social support. I agree with Hon. Nyikal that this is a very important Paper because, among other things, it is in fulfilment of the constitutional provision that gives every citizen the right to a decent living, the right to live in dignity and the right not to suffer unnecessarily from want. I also noticed the observations by the Committee that it is in fulfilment of certain international provisions both at the UN level and even at the regional level. This is a good step towards ...

Thank you, Hon. Deputy Speaker. I rise to support this amendment. It should be fairly obvious that one of the reasons why people move from one job to another is to look for the so-called greener pastures. If you can make a job green enough, it will be one way of not only retaining staff but also attracting good calibre staff. I support the amendment.

Thank you very much, Hon. Temporary Deputy Speaker, for allowing me to also make a contribution to this Bill. It is a Bill that is timely. I was reading the objects and the memorandum and I find that it is going to modernise the company law that had become moribund, obsolete and outdated in certain sections. The good thing is that the Departmental Committee on Justice and Legal Affairs that was dealing with this Bill did a good job. I went through the Report that they prepared after going through the Bill particularly with regard to public participation. I was ...
