  • 20 Aug 2014 in National Assembly: If you look through the whole Bill, you will realise that it is trying to address a special setting. It is true that we have laws that can deal with other forms of violence. If we are talking about political violence or just violence on the streets or violence at a football match or in places like Kasarani, those can be addressed by the Penal Code. This Bill is recognising that this is a special setting that needs its own special provision. This Bill is trying to have a setting that can enable us as families to solve our issues ... view
  • 13 Aug 2014 in National Assembly: Thank you, hon. Deputy Speaker. I just want to express concern for what appears to be an extremely slow pace of road works. It is difficult to understand why roads works take so long from the time of commencement. For example, there is a road in my constituency from Ogalo to Bumala, only about 30 kilometres long. It has taken eight years and it is not even half way complete. I do not know whether the problem is with the Ministry, the Government or the contractor. When I try to talk to the contractor, he seems to feel that it ... view

  • 13 Aug 2014 in National Assembly: I also thank the Government for upgrading Butula Boys High School to a National School. Coming to clarification, I would like to urge that this is a very important project. Those of us who use that road have lost many friends, relatives and constituents on that road. What we know is, if there was a facility nearby that could offer quick attention to accident victims--- I think we are likely to save many more lives. I really wish to thank hon. Moi for bringing up this issue; let it be speeded up. It is a very important project and it ... view
  • 12 Aug 2014 in National Assembly: Hon. Deputy Speaker, thank you. I had risen to support this Bill, the main reason, of course, being that it is a Bill that seeks to give effect to the provisions of what was read in the Budget. The objective of the Bill as indicated in the Bill itself; it seeks to amend the Competition Act, provide for the clarity, align it with international best practice and ensure reduced regulatory and transaction costs. Even more importantly, the Bill seeks to amend the Act to ensure predictability and transparency in enforcement. I think this is very important. I think what has ... view
  • 12 Aug 2014 in National Assembly: they are overtaxed is because, perhaps, they feel they do not get value for their money. They feel they are paying taxes and even surpassing targets that have been set by the Treasury, yet they do not see the services that they are supposed to be getting. They look at security and find it has a lot of concerns. We are not just talking about warlike and terrorist security issues that are in parts of the Coast, but we are also talking of security even in ordinary shops in the villages. I think Kenyans want to get value for money ... view
  • 7 Aug 2014 in National Assembly: Thank you very much hon. Temporary Deputy Speaker for giving me this opportunity to contribute to this Bill. It is a very important Bill because it is part of what will make our Government and state activities to be operational and to run well. I support the Bill. I looked at the section dealing with regulation of competition. It is important that in business, competition be put on a level playing ground. Regulations should be clear and open. They should be easy to interpret and also transparent. The Government should not be involved in business. The Government should be a ... view

  • 6 Aug 2014 in National Assembly: Thank you, hon. Temporary Deputy Speaker, for giving me this chance to contribute to this Motion. I thank hon. Diriye for bringing it up. It is very timely and perhaps overdue. This is a very important Motion. It touches on a very fundamental right of the citizens of this country. The Constitution provides that every citizen of this country has a right to get access to these documents, namely, the identity card, the passport or any other identification document that then enables them to carry out all manner of transactions. An identity card in this country is almost a matter ... view
