  • 6 Aug 2014 in National Assembly: The Government has put too many rules and so there is so much bureaucracy. In my view, this registration should even be done at school level because it will assist in speeding up the issuance of identification cards. This will be very easy because we have records of our children from the time they join nursery school through to primary school and even secondary school. By the time they are finishing secondary school; nearly 60 per cent or even a higher percentage have attained the age of 18 years. I do not see where the difficulty is if that could ... view
  • 24 Jul 2014 in National Assembly: Hon. Deputy Speaker, at times, I really sympathize with the Chairs of these Committees. I sat here listening to the Chair of the Committee on Labour and Social Welfare responding to the Statement. He mentioned centres that those who are view

  • 23 Jul 2014 in National Assembly: Hon. Temporary Deputy Speaker, the objective of the Bill as we see it is to provide a legal and institutional framework so that when it comes to areas of regulation or any other activities, they can be done in a planned and professional manner. This is so that we are able to mitigate, as has been put very well, the effects of climate change. view
  • 23 Jul 2014 in National Assembly: Hon. Temporary Deputy Speaker, the Mover mentioned that the temperatures have moved by 2 degrees and this is worrying. I was just wondering in my mind that if we allow these temperatures to move up I think we will be having disasters and this is quite possible. If we just sit back and do nothing about it, it is very possible that slowly and surely the temperatures will keep increasing. We get to read that even some of the areas that are desert now were at one stage or another fairly productive regions but over time and maybe through lack ... view
  • 23 Jul 2014 in National Assembly: Hon. Temporary Deputy Speaker, reading the Bill I am happy with the establishment of the Council and also the powers and roles that it has been given. I think it has been given powers that it would require to be able to ensure that this Bill is operational. I am even very encouraged by the provision that appointments to the Council will be done in a transparent and competitive manner. I also like this trend where these appointments have to be approved by Parliament, which means that we will have a chance to ensure that those who will be given ... view
  • 23 Jul 2014 in National Assembly: Finally, hon. Temporary Deputy Speaker, I am also happy to see that the Council will be charged with advocacy and dissemination of information. The involvement of everybody is very important and it should be integrated even in the school curriculum. view

  • 22 Jul 2014 in National Assembly: Thank you very much, hon. Deputy Speaker for giving me this opportunity also to contribute to this very important Bill. I rise to support the Bill because it is very timely. In fact, it is overdue. It is amazing to realize that the current law was enacted in the 1940s and that is what we have been using. It was enacted by people who had least interest in the welfare of Kenyans. The electronic version of the Official Hansard Report is for information purposesonly.
