• 16 May 2017 in National Assembly: came and set up youth Olympic camps. We had very many young people going through those football camps which produced some of the best footballers in the 1980s and early 1990s. This is good because it follows such a model. I have also noted that this scheme will be run by a Board. We can only hope that the Board members will be appointed on merit; and this will not be an opportunity to reward boys, cronies and sycophants. We want serious and professional people to run this programme well so that it can achieve its objectives. view

That is one of the areas which we tend to flout or ignore but it is important for national cohesion. The Bill also provides for use of experts where necessary. This will be good because we will borrow best practices from other places where such programmes have been running efficiently for a long time. I have also noted that the Bill requires the Board to provide annual reports to the Cabinet Secretary (CS) in charge and a copy to be laid in the House. This is a very timely Bill because our country has for a long time been attracting investors. It has been quite hospitable and welcoming to business people and investors.
