On the Memoranda of Understanding (MoUs), our observation was that the documents supplied by the Ministry of Health, that is, the contracts with contractors did not bear the public seal, while MoUs between the Ministry of Health and county governments did not have the Government of Kenya (GoK) public seal or county seals.
